• The identified substance use problem is too vague and not clear.
• There is not a widespread belief that the identified problem exists.
• The problem is not considered sufficiently serious to warrant addressing.
• The problem lacks the support of primary stakeholders.
• The problem lack support for funding.
• There is a well-organized strategy promoting or supporting the behaviors.
• There are insufficient numbers of qualified stakeholders.
• Community resources appear to be focused on other issues.
