3.5.1 Develop the Written Plan
The strategic planning process should result in a formal written document that presents in specific detail the plan that will guide the implementation of the prevention effort. Prepare an outline for the plan and provide it to the group in advance. At a minimum, the written planning guide should include the following elements.
The Problem. This is a statement of the problem or problems to be addressed by the planning team. This statement should be based on the findings from the community needs assessment previously discussed.
Goals and Objectives. This is a discussion of the desired changes in behavior, including long-term goals and immediate and shorter-term outcomes of the prevention effort.
Prevention Approach. This is a description of the specific prevention approach chosen for implementation and a summary of the reasons for selection.
Resources Required. This should include a list of the resources that are expected to be required to implement the prevention approach, including the necessary staff, facilities, equipment, space, and other resources.
Summary. This should be a one-page summary of the essential elements of the strategic plan. It includes the resources required, the specific approach that will be implemented, the anticipated immediate short-term effects, and the anticipated long-term outcomes.
