As communities begin the task of implementing environmental strategies at the community level, several key points should guide efforts:

  • Be Specific About the Problem. It is essential that prevention interventions begin with a problem definition. This definition should also include the likely causes of the problem. Only when the likely causes are identified can a suitable action plan be developed.

  • Don’t Reinvent the Wheel. There is likely to be more than one group or organization with an interest in addressing the problem. Investigate how existing substance abuse prevention programs may intersect with the problem to be addressed. If necessary, point out the connections to other organizations and key individuals in the community. These other organizations and individuals may be able to contribute valuable insight based on their experiences.

  • Set Measurable Objectives and Track Progress. Environmental change is an ongoing process that requires periodic evaluations. Begin with a baseline assessment of the problem, specify the goal you want to obtain, and then track progress through evaluations. This will allow you to maximize your efforts and provide guidance to other communities committed to reducing substance use among youth.
