A FRAMEWORK FOR ENVIRONMENTAL STRATEGIES, continued
Product
“Place” simply refers to where the product is made available or accessible. An important part of assessing place factors is considering the other kinds of activities taking place where the product is accessible. Examples of environmental strategies that influence where alcohol, tobacco, and illicit drugs are available and accessible include:
Ordinances specifying location of alcohol and tobacco outlets so that proximity to places where youth congregate is low;
Bans or restrictions on alcohol consumption on public property or during specific public events;
Limitations on hours of operation and days of sale;
Clean air laws and ordinances banning smoking in public places;
Laws banning self-service displays of tobacco products;
Altering the physical environments to make illicit drug dealing and use more visible and thereby less likely to occur;
Zoning and nuisance abatement ordinances that serve to remove or “shut down” properties where illicit drug use prevails.
